I think that the presence of large quantities of nuclear missiles lends both Wyoming and Montana a fair amount of relevance.

Also Wyoming and North and South Dakota all have huge reserves of oils, coals, natural gases, so there's some more relevance.

Idaho is too big of an agriculture provider to be not relevant.

I would probably lean towards one of those microscopically sized eastern states like Rhode Island, but we should probably narrow the focus of what kind of relevance are we looking at? political, religious, cultural, financial...

Y'know, there're some American subdivisions that are too irrelevant to even become a state, like the Virgin Islands and American Samoa.
