How do I create a slots game where people can choose the slot they want before the game? I'm level 47 and have custom scenarios unlocked. Thanks to anyone who helps.

Initial Distribution -> Custom Scenario
Make sure to have "automatically distribute territories to players"
Then click "Launch Custom Scenario Builder".
