I saw FK do a similar thing a while ago. On World Nations 2014, give yourself 1 territory, and give someone else all the other territories. Then turn on local deployments ;)

I will give you the benefit of the doubt and assume you are trying to expose a potential flaw rather than exploit it.

• I fail to see why anybody has to make 800 picks; I could make zero picks and simply commit.
  
• Even if you found a method that works, anyone who figures it out could likely do the same thing.
  
• Do anything of the sort and you will be reported and face account suspension and/or termination for violating the Terms of Service which stipulate in Section 14;

As Benjamin said, players are never required to make more than 10 picks to commit.

However, in general, trying to win by boot is against the rules and will get you banned.

Of course not. There'd be no point in doing so. No more than you reporting me if I were to call you a knucklehead, which to be clear, I am not doing. You'd have to be far more grossly offensive to actually suffer any consequence. It's freedom of speech I suppose.
