logically you should be rounding up though, to keep the same basis throughout the entire map..
for instance, if you have a country with 8.5mil, would you not create it, or would you give it 1 territory?
although those inconsistencies really don't matter, since as you provided earlier, certain high density countries prove to be impossible to do this way without providing a magnified view of those countries *india/china*
All countries with over 6 million people get at least one territory, possibly more depending on their area. In cases such as the netherlands, they only get one territory due to being too small to fit more than one.
Also, you could squeeze in more than 2 territories in Bangladesh, considering it should have 15.
Yeah, I mean the multicountry bonuses. Maybe not but having it coloured would make it clearer.
I could see maybe fitting in three, but honestly Bangladesh has a really weird shape and it makes it pretty difficult to add too many territories.
I'll experiment with having the multi country bonuses colored, see if I can't come up with something that looks decent.

The Netherlands only fits one territory, and honestly even that is kind of stretching, As I've already had to erase a lot of the detail of the country (I believe there was some kind of lake system in the middle of the country).
