The Achaemenid Empire was one of the largest empires, 17th in fact. Bigger than Rome, and the Nazi empire.
It had a large and effective military, conquered most of the Middle East in 25 years, created a horse-rider postal system, built a 2,500 kilometer highway, slavery was mostly gone, allowed rather open religious tolerance for a Classical civilization, and built massive cities and tombs.
