Is it better to evenly place armies across territories to attack from multiple places but with less troops, or place all troops in one territory and have a surefire victory but possibility of weakining other territories?

it all depends on the Situation. a territory isn't as important as the other as well. can you outdelay your Opponent? this question can't be answered without more informations
