"Majority rule" is a fantasy like Communism. The vast majority of people are not able to rule. There is only one thing they can mostly agree upon: They disagree.

Then who is "able to rule"? The wealthy? The people with the fanciest college degrees? Putting an elite minority to rule over everyone else just breeds resentment and eventually rebellion. Majority rule isn't perfect but at-least then everyone gets a limited say, which is better than a self-anointed minority lording over everyone.
