By that I mean like a diplo but better, with popularity and rebellions leaders and such. Right now I'm thinking Europa or Hearts of Iron.

I don't think this is a very common type of game. What part of roleplaying are you really trying to prioritize? This could edge into games that don't normally support RP which you twist - kind of like Warlight tbh.
If you purely want to roleplay, you might try nationstates.net , that's probably about as simplified as it will get. Its primarily RP and not much else afaik.

I was thinking of just roleplaying as the leader of a nation, like countryballs but with players and perhaps cpus. I know it doesn't get that close to what I'm looking for, but you know.

Europa Universalis 4 has the greatest potential for alternate history, but HOI4 is good as well. Both have excellent modding scenes as well.
