That title would belong to Genghis Khan. Brazil could possibly manage a good military after a few more years. Something Israel-esque?

3rd Mongol Empire (Medieval)

4th Spanish Empire (Renaissance)

5th Great Britain (Colonial Era to Industrial Age)

7th USA and USSR (Cold War)

8th China (Future)

I'm more interested in Europe and the Middle East at that time period

Israel, Signapore, and Taiwan.

Small nations, rapidly growing economies, and growing, well trained militaries.
