I'm not 100% sure this will work, mostly because of the competitive problem, but maybe if there is a good bunch of people up for some fun it'll work?

Any thoughts on a Team diplo? That would solve your issue with players maintaining grudges game-to-game. teams could be randomly assigned and the teams could each vote for a chair and vice chair to be the public voice for their team in negotiations.

I'm fairly new to WL so that may be an idea other people have put forward. I'm interested to learn what a more seasoned player may think of that idea.

I'm happy to make a scenario if you want, what kind of map/size do you want it to be? And exactly how balanced? I have a nice 14 player template here:

If you want something like that I can make a 19 player version no problem, or if you want something more open-play (a rounder map) I can do that too, I could make a perfectly balanced one using a circular map if you want to keep it sterile?

19 is a difficult number to put into a perfectly symetrical system because it's prime. Do you think maybe you could make it 18 or 20, or even 21/24? If you want something with more variety though it won't be a problem.

If you want a proper Diplomacy tournament, you should take some hints from the actual Diplomacy game. They had this stuff figured out. (Seriously, there have been more than 50 years of Diplomacy tournaments, and they've gone through all of this over and over until they found the best way to play.)

The basics:

1. Victory is worth a certain number of points (typically 12).

If one person wins, they get 12 points.

If the game ends in a VTE, then all surviving players split the points evenly. (This is really key: you don't get more points for being "stronger" or any such thing: if you want to prove your superiority over another player, you must eliminate them before the game ends.)

In other words, a game which ends with three players still alive grants them each 4 points, a game which ends with four players grants them each 3 points, and so on.

(A game should never end with just two players, since whoever is stronger should never agree to VTE.)

2. There is a victory condition which occurs prior to "finishing" the game:

Whenever a player controls more than 50% of the board's available income, they are declared the winner.

For instance, on a map with a total of 200/turn income, any player achieving a production of 101 or more is instantly declared the winner.

With light fog, this is easy. If you're using heavier fog, everyone will have to use a bit of an honour system (or the winner will have to demonstrate their income by deploying that number of troops where other players can see).

This rule is INCREDIBLY key to proper Diplomacy gameplay. It makes smaller countries important, because they can obtain leverage over other, larger countries by threatening to cede territory to the current largest country. (In Diplomacy games, small countries have a great deal of diplomatic leverage due to this rule.) It prevents a stale and unnecessary endgame. It promotes different types of strategies and eliminates "winning" coalitions from forming. And many other things. (I can explain further if people are curious.)

3. There are no "rules" concerning who can attack whom and "PE" status.

You may attack anyone at anytime and you can enter into an agreements you like, but they are never binding.

This allows a variety of strategies (agreement-following versus trust-building, just like in a Prisoner's Dilemma) rather than rewarding everyone for joining the largest coalition they can and ganging up on small prey.

It will also eliminate most of the problems people have with Diplomacy games. (For example? Let's say a player is frustrated with the game, thinks they're going to lose, or doesn't understand the rules, and they "break" a rule. Now they are a "PE", and everyone must attack them. The game is temporarily stalled while this goes on, and very likely a certain neighbour with good access to that country's bonuses benefits most - and likely goes on to win, although it had nothing to do with the skills they displayed in the game, making it highly unfair for everyone else.) (Again, I can go into greater detail on this point if there is interest; for now let me just say that this is a superior mode of play and will prevent most complaints people have about Diplomacy games.)

Remember I am just getting the template from a very kind individual and I'm going to modify it to suit the league conditions.. So this will be very helpful :) Thanks.
