Also, I suggest using claim/pick diplomacy templates or anything of the kind. Reason? Well, simply because it's possible to properly counterpick in these templates. e.g in the 2014 map a common pick is to start in Nangcha, for a quick acces to a HUGE early income, and a common counterpick is Urumqi that allows you to take so many territories that by turn 3 you'll have him stuck while you're still growing, and you'll be able to declare war turn 3 for an easy expansion. That's the charm of pick/claim diplos, you're capable of putting your warlight skill into real test unlike in slots ones, who tend to be more stable and pure RP.
Another huge weakness for slots is that it's never truly balanced. Sure, you can adjust armies to be the same, but that's not enough. People in Asia, for one, will have a hard time, being amidst MANY enemies, while someone in Australia is isolated and easily defends. Means the Asian one is high risk high reward, since he can easily get "gangbanged", but also has a lot more space to grow. Diminishing the risk, by adding a heat-ish system where the more people you border, the more powerful you are, increases the reward's effectiveness. In other words, custom scenarios are hardly balanced, while a claim/pick will act like a roleplay-filled, interesting and fast-paced dispute for lands.
Thing is, people do tend to become PE really early in those due to picking something that someone else already claimed, so I suggest you make claims completely void and have people pick what they want.

Edit: Worth mentioning that the recent map by zt, Orbis Veteribus Notus, is a great pick/claim map for diplos, with one little issue, the city only distribution is still not a thing >.<' I'm ultra hyped for the day he'll edit that into the map.
