so looks like we will have more free agents than actual players at this point. maybe you could add an injured reserve spot too (like they have in American sports). That way if you have someone on vacation, you could put them on IR (inactive) and call up the reserve you had. Otherwise if someone goes on a long vacation, you'd be forced to drop them into free agent pool.

You would only be able to activate/deactivate a person between rounds.

You should also have a waiver process. People who are dropped from a roster between rounds should be picked up on a waiver system. That means the team with the worst record gets first crack at the dropped player.
